ACTION REQUESTED: The CLARITy Coalition welcomes the introduction of S.2293 and H.R.4927, the Muslim Brotherhood Terrorist Designation Act of 2025. We fully support the purpose of this legislation, which is to ban the Muslim Brotherhood and its network of affiliated organizations and operatives from operating in the United States. We urge you to support both bills.
- The legislation would amend the Anti-Terrorism Act of 1987 to prohibit Muslim Brotherhood operations in the United States. It would call on the Department of State to identify as a foreign terrorist organization any Muslim Brotherhood branch, here or abroad, that engages in terrorist activity. The administration could also designate groups affiliated with the Muslim Brotherhood as Specially Designated Global Terrorist organizations. That designation would allow the administration to block property and prohibit transactions with persons who commit, threaten to commit, or support terrorism.
- Several U.S. allies, including Egypt in 2013, Saudi Arabia and the United Arab Emirates in 2014, and Jordan in 2025, have already outlawed the Muslim Brotherhood. The CLARITy Coalition doesn’t sympathize with the authoritarian nature of those regimes, but recognizes that they are correct in identifying the danger that Islamist radicalization poses to their countries and the world.
- Today, the Muslim Brotherhood and its affiliates support terror globally. They instigate and inflame antisemitism and anti-Americanism in the United States, while crippling U.S. foreign policy and counterterrorism policy. The Muslim Brotherhood network should not be allowed to exploit Western freedoms to spread an Islamist movement that undermines Western law, radicalizes communities, and promotes terrorism.
- It’s important to end past efforts by the Muslim Brotherhood to dissolve one organization and create a new one, thereby evading legal sanctions. It’s also critical to recognize that, while the Muslim Brotherhood claims to be a “movement,” not an organization, that is simply a deceptive tool used to deflect external attacks.
- American Islamists exploit their strong mosque and community network to silence critics, including voices from within the Muslim and ex-Muslim communities. They attempt to create a false narrative of a homogeneous community, claiming that they represent “all Muslims.” They use the term “Islamophobia” as a shield to silence criticism.
